1. When Yahweh your God has cut off the nations whose land Yahweh your God is giving you, and you have dispossessed them and settled in their cities and their houses,
2. you are to set apart for yourselves three cities within the land that Yahweh your God is giving you to possess.
3. Prepare the roads, and divide into three regions the land that Yahweh your God is giving you as an inheritance, so that anyone who has killed someone can flee there.
4. This is the case of the killer who may flee there and live: anyone who kills his neighbor unintentionally, without having hated him in the past.
5. For example, a man goes into the forest with his neighbor to cut wood. As he swings the ax to cut down a tree, the ax head flies off the wood and strikes his neighbor, and he dies. That man may flee to one of these cities and live.
6. Otherwise the avenger of blood might pursue the killer in the heat of his anger, overtake him because the distance is great, and strike him dead, though he did not deserve to die, since he had not hated his neighbor in the past.
7. That is why I am commanding you to set apart for yourselves three cities.
8. If Yahweh your God enlarges your territory, as he swore to your ancestors, and gives you all the land he promised to give your ancestors—
9. because you carefully keep this whole commandment that I am giving you today, to love Yahweh your God and to walk in his ways always—then you are to add three more cities to these three.
10. This is so that innocent blood will not be shed in the land that Yahweh your God is giving you as an inheritance, and so that you will not be guilty of bloodshed.
11. But if someone hates his neighbor, lies in wait for him, attacks him, and strikes him fatally so that he dies, and then flees to one of these cities,
12. the elders of his town are to send for him, bring him back from there, and hand him over to the avenger of blood to die.
13. Show him no pity. You must purge the guilt of innocent blood from Israel, so that it may go well with you.
14. Do not move your neighbor’s boundary marker, which the people of former times set up, in the inheritance you will receive in the land that Yahweh your God is giving you to possess.
15. A single witness is not enough to convict anyone of any wrongdoing or any sin that he may commit. A matter must be established by the testimony of two or three witnesses.
16. If a malicious witness comes forward to accuse someone of wrongdoing,
17. the two people involved in the dispute are to stand before Yahweh, before the priests and the judges who are in office at that time.
18. The judges must investigate thoroughly. If the witness turns out to be a false witness who has testified falsely against his brother,
19. then you are to do to him what he intended to do to his brother. You must purge the evil from among you.
20. The rest of the people will hear and be afraid, and they will never again do such an evil thing among you.
21. Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
